If the average American pet owner could see the carnage at shelters throughout the land, they would be shocked to think that this endless killing has continued, unabated, for decades — with no foreseeable end in sight.

The problem? They don’t know. And the shelters quietly destroy thousands of lives with very few knowing — simply because the municipalities operate the same way, year in and year out, with no significant changes in legislation — the tool they have at their disposal that would stop the rampant numbers of intakes at shelters nationwide.

The key is education and legislation — and therein lies the solution.
